US President Issues Proclamation Restricting Entry of Foreign Nationals for National Security and Public Safety

On June 4, 2025, US President Donald J. Trump issued a proclamation restricting the entry of foreign nationals into the United States in order to protect the country’s national security and public safety. The proclamation, which was published on the White House website, cites the need to prevent the entry of individuals who may pose a threat to the United States, its citizens, and its interests.

According to the White House, the President has determined that certain countries have inadequate screening and vetting protocols, which poses a risk to the national security and public safety of the United States. The proclamation identifies 12 countries with significant deficiencies in their screening and vetting capabilities, including Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen.

The White House states that nationals from these countries will be subject to a full suspension of entry into the United States, with some exceptions for certain categories of individuals, such as lawful permanent residents, dual nationals, and those traveling on certain nonimmigrant visas. Additionally, nationals from seven other countries, including Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela, will be subject to a partial suspension of entry, with restrictions on certain types of visas.

The proclamation also establishes a process for assessing whether the suspensions and limitations on entry should be continued, terminated, modified, or supplemented. The Secretary of State, in consultation with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, will devise a process to assess the effectiveness of the restrictions and provide recommendations to the President.

In an effort to encourage cooperation from foreign governments, the White House notes that the restrictions and limitations imposed by this proclamation are necessary to prevent the entry or admission of foreign nationals about whom the United States Government lacks sufficient information to assess the risks they pose to the United States.

As the White House explains, the proclamation is part of the administration’s efforts to protect the national security and public safety of the United States. The President has stated that it is the policy of the United States to take all necessary and appropriate steps to encourage foreign governments to improve their information-sharing and identity-management protocols and practices.

The proclamation will take effect at 12:01 am eastern daylight time on June 9, 2025, and will be implemented consistent with applicable law and subject to the availability of appropriations.

In a statement, the White House said that the President’s proclamation is aimed at ensuring that the United States can continue to welcome immigrants and nonimmigrants who pose no threat to the country’s national security and public safety, while also protecting the country from those who may seek to do harm.

The White House emphasized that the restrictions and limitations imposed by this proclamation are necessary to advance the national security, foreign policy, and counterterrorism interests of the United States.
